Why Pipes. One's EIC Accelerator Pipe Trailer Has No Named Buyer

October 18, 20262,437 words13 min

Large plastic sewer and drainage pipes are mostly air when they travel. Only about 10% of a truckload is pipe, the Ukrainian incubator Greencubator wrote. A truck carries a handful of lengths of up to 12 metres from a distant factory, and each length must later be welded to the next at the trench. Private Enterprise Dominion, a Kyiv company that trades as Pipes. One, wanted to bring the factory to the trench instead: a trailer that welds a plastic profile from a reel into a pipe of the required diameter, in one piece, right where it is laid.

The European Commission selected the company in the EIC Accelerator pilot's Green Deal cut-off of May 2020, as a grant-only winner listed under "PRIVATE ENTERPRISE DOMINION", Kyiv, in the official list of selected companies. The project, Pipes. One, received an EU contribution of €1,287,903 towards a total cost of €1,839,862 and ran from 1 November 2020 to 31 October 2022, according to CORDIS. Dominion was its only beneficiary. Ukraine could take part because it had been associated to Horizon 2020 since an agreement signed in Kyiv on 20 March 2015, the Commission's Horizon magazine reported.

Where Dominion Stands Now

Dominion is a registered, operating company. The Ukrainian state register, as shown by Opendatabot on 18 October 2026, lists it as a VAT payer as of 21 September 2026, with filed accounts for 2025, a new director, Eduard Kostiuchenko, appointed about two months earlier, and a charter capital of UAH 28,588,020. The business directory UA-Region gives the same registration date, address and director and records the status as "registered", as does Vkursi, whose data date from April 2022. No insolvency or termination entry appears in either source.

The bigger change is ownership. On 2 November 2023 the individual founders, among them Serhii Sereda, Oleksandr Berezin and Leonid Ryrakhovsky, were removed from the register as owners and Pipes One Mobile Equipment Limited, an Irish company, was entered in their place, according to the register history on Opendatabot. Sereda and Berezin are still named as the ultimate beneficial owners. The Irish company, number 742932, was incorporated on 9 June 2023, has its registered office at The Black Church, St. Mary's Place, Dublin 7, is classed as a micro company in plastics and rubber machinery, and filed accounts for the year to 30 September 2025, according to the Companies Registration Office's open data and SoloCheck, which also counts four shareholders. The Pipes. One website now names the Irish company, in Dublin, as its operator.

The Irish parent is what the EIC Fund backed. The Fund's list of invested companies, checked page by page for this article, includes "Pipes One Mobile Equipment (Dominion)", Ireland, in advanced manufacturing, and its portfolio page describes "innovative mobile technology for on-site production of industrial polymer pipes". In February 2024 Greencubator wrote that the EIC had "decided to continue cooperation and act as a co-investor", and the company's website says it "has equity funding support from the European Innovation Council fund". Neither the amount nor the date of the investment is public. The 2020 award itself was grant only, so the equity did not come from that award's blended-finance route.

The Technology: A Pipe Welded at the Trench

Conventional large plastic pipes are made in a factory, cut into lengths of 6 to 12 metres, trucked to site and welded together there, as the CORDIS project report describes. Dominion's method splits production in two. A factory makes a hollow thermoplastic profile and winds it on reels. On site, a mobile unit welds the profile in a spiral into a pipe with a cellular wall, which the company says uses less plastic than a solid extruded wall. The welding line can be switched between diameters, and the company says the length of a pipe without joints is "potentially unlimited". The company's technology page claims up to 37% less raw material per metre, transport costs cut by up to nine times and pipe-joining costs by up to ten times; none of these figures has been independently verified.

The pipe design is patented. US patent 11,067,203, "Spiral-welded polymer products with a cellular wall and thermoplastic profile for its production", names Oleksandr Berezin and Ihor Pliushchiev as inventors, claims a Ukrainian priority of 9 October 2015, was granted on 20 July 2021 and is now assigned to Pipes One Mobile Equipment Limited, according to Google Patents, which lists the European patent EP 3359857 B1, granted on 31 August 2022, in the same family. The CORDIS results page lists the family's 2016 application, a Ukrainian utility model for a "mobile production complex" dated 30 June 2021 and a trademark application from January 2021.

"We can produce a pipeline of any length, 200, 300 metres or even a kilometre, without joining."

Serhiy Sereda, co-founder, to Greencubator, February 2024

What the EIC Project Promised, and What CORDIS Shows

The project's objective on CORDIS was specific: Dominion "intends to finalize the mobile trailer solution for serial production and pilot it with one of the largest pipes producing company in Europe". It came after a €50,000 SME Instrument Phase 1 grant for a feasibility study, TOPpipes, which ran from November 2017 to April 2018, according to CORDIS. That study's report says the team held about 100 interviews with potential clients, distributors and authorities.

The one published periodic report of the Pipes. One project, covering 1 November 2021 to 31 October 2022, describes the engineering work in detail, according to CORDIS. The original semitrailer concept "was completely redesigned" into functional modules housed in a converted shipping container. The maximum diameter rose "from the planned 1600 mm to 2000 mm", and the redesigned welding element "consumes almost 5 times less electricity for the same production capacity". The final unit was assembled and "its performance was verified in several tests right in the production premises". The report ends with the trailer "ready to be subject to piloting". It does not mention Russia's full-scale invasion, which began in the project's second year with the company based in Kyiv.

  1. Redesign the prototype and finalise the mobile trailerDeliveredFinal unit assembled and tested on the company's premises, per the CORDIS report.
  2. Larger diametersDeliveredUp to 2,000 mm against a planned 1,600 mm.
  3. Pilot with one of Europe's largest pipe producersNot achievedNo such pilot reported by CORDIS, the company or any partner.
  4. Serial production and sale of mobile unitsNot achievedNo unit sale or licensee has been announced.
  5. Certification for market entryPartly shownGreencubator reports Ukrainian and EU certificates funded by an EBRD voucher; the certificates themselves are not published.

On the engineering, the project did what it said, and the larger diameter and lower power draw went beyond the plan. On the commercial side, the step that the EIC money was meant to set up has not appeared in public. Greencubator wrote in 2024 that Pipes. One "has already implemented its first pilot projects across Ukrainian cities", but named no city, client or length of pipe laid, and it described the grant as "about €1.8 million" from "Horizon Europe", where CORDIS shows a Horizon 2020 grant of €1,287,903 within a €1,839,862 budget.

What Dominion Has Achieved Since the Award

The clearest public sale is not a pipe. On 10 October 2025 Dominion completed a UAH 1,140,000 public contract with military unit A3435 for a "modular polymer underground waterproofed shelter", and a second tender for UAH 720,000 with the same unit was cancelled on 24 September 2025, according to procurement data from ProZorro shown on Opendatabot; the ProZorro record itself could not be opened for this article. Greencubator reported that the team had in 2023 developed "a waterproof, heat-resistant, modular underground shelter based on polymer structures" for civilians and the armed forces, and the company's product page lists shelters, wells and tanks made from its pipes. The shelter is a use of the same pipe, not a different technology, but no sale of the mobile factory itself is on record.

The rest of the commercial pipeline is described only by the company. Greencubator wrote that it was negotiating licensed production with partners in the EU, the US and the Middle East and working on an underground delivery project in London. No partner has confirmed any of it. The website's about page also cites an EU Seal of Excellence and an EBRD Climate Innovation Award; the EBRD-funded Climate Innovation Vouchers grant is confirmed by Greencubator and by the programme's site ClimateBiz, but no amount is given.

The Money

Dominion's filed accounts, reproduced by Opendatabot, show a very small business through the project years and a jump afterwards. Revenue was UAH 1,109,600 in 2020, UAH 2,824,700 in 2022, UAH 1,657,800 in 2023 and UAH 316,800 in 2024, then UAH 8,578,900 in 2025, 27 times the year before. The company made a net profit of UAH 931,200 in 2025 after a loss of UAH 754,400 in 2024. Staff numbered 7 in 2022 and 2023 and 6 in 2024 and 2025. No figures are shown for 2021, and the accounts do not say what the 2025 revenue was earned from. These numbers could not be checked against a second register, because YouControl and Clarity Project blocked access.

Money has also flowed in from the owners. Dominion's charter capital was UAH 100,000 until July 2024; four increases took it to UAH 28,588,020 by 19 June 2026, when the Ukrainian closed venture fund Greyton was registered as a 10.01% owner with a stake of UAH 2,860,860, according to the register history. Total assets reached UAH 68,338,000 at the end of 2025 against liabilities of UAH 7,112,900.

What cannot be checked

The size and date of the EIC Fund investment, who the four shareholders of the Irish parent are, where the 2025 revenue came from, and whether any city has laid a pipe made by the trailer are not public.

Why Europe Should Care

Water networks are back on the EU agenda. The Commission adopted a Water Resilience Strategy on 4 June 2025, with a "Water Efficiency First" principle and an EIB water programme meant "to mobilise private capital towards infrastructure modernisation", according to Squire Patton Boggs. The European Economic and Social Committee, in its opinion on the strategy, called for "ambitious and swift measures to boost water efficiency and reduce leakage" and "major investments in infrastructure". Pipes with fewer joints address exactly that leakage problem, and the CORDIS report cites leaks in large pipes as more than 50% of water loss. For Ukraine, Greencubator argued that a mobile unit could help rebuild sewerage, drainage and irrigation in the Kherson region, which it described as heavily devastated by Russian aggression.

What the award promised

A mobile pipe factory ready for serial production, piloted with one of Europe's largest pipe makers.

What the record shows

A finished, tested trailer, a European patent, EIC Fund equity and an Irish holding company, but no named pilot partner, no unit sale and one public order for a shelter.

The Verdict

Built, financed, not yet sold

Dominion delivered the engineering the EIC paid for, as a Kyiv-registered company in the middle of a full-scale war. It then turned the technology into an investable Irish company with EIC Fund backing. What the grant was meant to lead to, a pilot with a major European pipe producer and serial sales of the trailer, has not happened in public four years after the project ended. The 2025 jump in revenue suggests the business is finally selling something, but it has not said what, and its only verified customer is a military unit buying a shelter.

Dominion and Pipes One Mobile Equipment have not been asked for comment for this article. It is based entirely on public records, company statements and EU project data, linked throughout.
